About the Role:
The Community Liaison Officer (CLO) is the Project’s daily point of contact with the communities in the Barroso region where the Project is developed. The role exists to ensure that the relationship with these communities is continuous, culturally appropriate, documented, and traceable, and that the concerns expressed locally reach the Project’s decision-making structures without delay or distortion. The CLO develops their activity within the framework of the commitments assumed by the Project under IFC Performance Standards 1, 4, and 5 and the Equator Principles (EP4), contributing directly to the documentary basis used in the assessment by financiers and in external reporting.
Role and Responsibilities:
Community Relationship – Field Execution

Act as the Project’s daily point of contact with the communities covered by the role, ensuring a two-way communication that is transparent and culturally appropriate.

Conduct and support community meetings, consultations, and open sessions, including preparation, facilitation, and follow-up.

Maintain a regular presence in the local communities and at the established contact points.

Identify concerns, incidents, and emerging issues in the communities and escalate them to the Community Relations Manager.
Record of Stakeholder Engagement

Record all interactions with stakeholders, the issues raised, the commitments assumed, and the follow-up actions in the Stakeholder Engagement Database, ensuring traceability for internal, regulatory, and financier assessment purposes (IFC Performance Standard 1; EP4).

Document meetings and events, including participants, topics covered, attendances, and results.

Process personal data in compliance with the Company’s data protection procedures, observing confidentiality, data minimization, secure storage, and controlled access (GDPR, Regulation (EU) 2016/679).
Receipt of Grievances – 1st Line

Receive complaints and grievances through any channel and register them in the mechanism’s management system within the established timeframe.

Provide practical support to complainants, including those facing literacy, language, or accessibility barriers.

Support the investigation and resolution of grievances related to the communities covered by the role.
Support for the Land Acquisition Program

Act as a liaison between land owners and users and the land acquisition and registry teams, supporting the dissemination of information and the resolution of issues (IFC Performance Standard 5).

Support the execution of livelihood restoration measures in the communities concerned.

Ensure that interactions related to land take place transparently and in compliance with national legislation and the requirements of the financiers.
Contribution to Social Instruments

Contribute with community-level information and on-the-ground verification for the Stakeholder Engagement Plan, the Good Neighborliness Plan, the Benefit-Sharing Plan, and the Social Action Plan.

Support the Social Monitoring Program through on-the-ground data collection and community-level reporting.
Reporting

Contribute to the monthly and quarterly reporting of relations with the community.

Report deviations, delays, and systemic issues to the Community Relations Manager without delay.
Qualification and Training Requirements:
Essential Qualifications and Experience
-
Bachelor’s degree in social sciences, anthropology, sociology, geography, communication sciences, rural development, agronomy, or a related field. Professional experience and knowledge in community relations may be considered in replacement of specific training.

Minimum of three years of experience in community relations, stakeholder engagement, rural extension, local development, or a comparable area involving direct and continuous contact with communities.

Practical knowledge of the Barroso region, its communities, its agropastoral systems, and the governance of common lands.

Proven experience working in a rural or agropastoral context, including the relationship with landowners, farmers, and community-level bodies.

Demonstrated ability to keep accurate and timely written records of meetings and interactions, and to work in a structured documentation system.

Valid driver’s license in Portugal and availability for daily travel within the Project’s area of influence.
Languages

Portuguese: European Portuguese as a native language or with full proficiency, including the ability to communicate effectively with community members, constitutes an absolute requirement of the role.

English: preferred; functional proficiency, sufficient to record information and contribute to reporting.

Role Description The Project Director is accountable for the safe, disciplined and integrated delivery of the Barroso Lithium Project through construction, commissioning, handover and ramp-up readiness. The role leads the owner’s project delivery team and manages the execution of the processing plant, non-process infrastructure, utilities, water management infrastructure, site works, contractor interfaces and owner-managed activities.
The Project Director is responsible for ensuring that the Project is delivered in accordance with approved scope, schedule, budget, quality, statutory obligations, environmental commitments, financing requirements and operational readiness requirements. The role provides clear leadership to contractors, consultants and internal teams, with a strong focus on safety, cost control, schedule discipline, interface management, construction quality, stakeholder coordination and successful handover to Operations.
Role and Responsibilities:
Project Delivery, Construction and Commissioning:
- Lead the integrated delivery of the Barroso Lithium Project through construction, commissioning and handover to Operations.
- Manage the execution of the processing plant, non-process infrastructure, water management infrastructure, utilities, site works, access roads, earthworks and owner-managed activities.
- Ensure that works are completed safely, according to approved design, on schedule, within budget, fit for purpose and to the required quality standards.
- Lead construction readiness planning, including execution strategy, site mobilisation, construction sequencing and contractor readiness.
- Ensure that contractors and consultants execute their work in accordance with approved designs, specifications, contracts, permits, management plans and Savannah standards.
- Audit, challenge and validate construction progress, quality, productivity, cost reports, schedule updates and claims.
- Reconcile contractual scope, specifications and approved documentation against works being performed or planned by contractors.
- Anticipate performance, cost, schedule, quality or interface issues and ensure timely corrective action.
- Ensure that construction decisions are properly controlled, documented and aligned with approved scope, budget, schedule and governance requirements.
- Where required, act as the appointed Technical Director (or alternate/deputy) and comply with all applicable statutory and regulatory requirements relating to the management and supervision of mining operations in the relevant jurisdiction.
Project Controls, Cost and Schedule:
- Establish, maintain and control the approved project baseline, including scope, cost, schedule, risk, contingency and change control.
- Monitor project and financial performance, including commitments, actual costs, forecasts, variations, claims, contingency usage and cashflow.
- Ensure disciplined change control supported by appropriate technical, commercial and schedule justification.
- Manage variations, claims and contractor commercial issues in coordination with the CEO, CFO, legal, procurement and contract administration teams.
- Ensure that project risks are identified, assessed, mitigated, reported and escalated where required.
- Prepare clear and reliable project reports for the CEO, executive leadership team, Board, financiers and other key stakeholders.
Contractor and Contract Management
- Manage key relationships with EPC, EPCM, engineering, construction, infrastructure, mining, water, utilities and specialist contractors.
- Hold contractors accountable for safety, quality, productivity, schedule, cost, environmental performance, reporting and contractual obligations.
- Maintain a strong working knowledge of contractual obligations and ensure that developing issues are identified and managed early.
- Ensure that contractor execution plans, quality plans, HSE plans, environmental plans and interface plans are reviewed, approved and implemented.
- Coordinate with procurement, legal and commercial teams on contract strategy, contract administration, claims management and commercial decision-making.
- Review contractor performance through structured meetings, agreed KPIs, action tracking and escalation where required.
Interface Management:
- Lead the management of interfaces between the processing plant, mine development, water infrastructure, tailings facilities, power supply, roads, drainage, utilities, buildings, logistics and operational readiness activities.
- Ensure that technical, physical, schedule, commercial, permitting and operational interfaces are identified, allocated, tracked and closed.
- Coordinate effectively with Operations, Mining, Processing, HSE, Environment, Community, Permitting, Finance, Procurement and Legal teams.
- Ensure that package boundaries, battery limits, responsibilities and deliverables are clearly defined and actively managed.
- Prevent gaps or overlaps between contractors, consultants and owner-managed scopes.
- Escalate unresolved interface risks or decisions in a timely manner.
Health, Safety, Environment, Community and Permitting
- Actively foster a visible culture of zero harm for employees, contractors, visitors and communities.
- Ensure that construction activities comply with applicable legislation, permits, licences, environmental commitments, Savannah standards and approved management plans.
- Ensure that the Project is delivered in compliance with applicable Portuguese regulatory requirements and project approvals.
- Coordinate with HSE, Environment, Community, Legal and Permitting teams to ensure construction execution remains aligned with permitting and stakeholder commitments.
- Ensure that HSE and environmental risks are assessed, controlled, monitored, reported and continuously improved.
Commissioning, Operational Readiness and Handover
- Lead construction completion, pre-commissioning, commissioning readiness and handover planning.
- Ensure that commissioning and handover requirements are embedded into construction planning and contractor deliverables.
- Work closely with Operations to ensure that operational readiness requirements are incorporated before handover.
- Ensure progressive handover of systems with complete documentation, quality records, punch lists, vendor documentation, as-built information, spares, procedures and training requirements.
- Ensure that handover is based on clear acceptance criteria and agreed responsibilities between Project and Operations.
- Support the transition from construction to commissioning, start-up and ramp-up readiness.
- Ensure that the Project is not only mechanically complete, but operationally ready for safe and sustainable production.
Leadership and People Management
- Lead, develop and coordinate the owner’s project delivery team.
- Define team priorities, responsibilities, goals, accountabilities and ways of working.
- Establish the structures, systems, processes and resources required to support safe and effective project delivery.
- Provide clear direction, coaching and performance feedback to team members.
- Demonstrated leadership in developing high-performing teams, mentoring senior project personnel and driving a strong safety and performance culture.
- Support the development of local capability and sustainable long-term value for the region, where aligned with project requirements.
Qualifications:
- Degree in Engineering, Project Management, Construction Management, Metallurgy, Mining, Processing or another relevant technical discipline.
- Further studies or professional certification in project management, construction management, contract management or business management are desirable.
Experience:
- 15+ years of experience in major capital project delivery, construction management, engineering management or project execution.
- 5+ years of experience in senior project leadership roles with direct accountability for project delivery outcomes.
- Demonstrated experience delivering mining, mineral processing, infrastructure, energy, industrial or other major capital projects of comparable scale and complexity.
- Direct experience managing EPC, EPCM, engineering, construction and specialist contractor organisations.
- Strong owner-side project delivery experience is highly desirable.
- Experience in multi-package project execution, including interface management between process plant, infrastructure, utilities and owner-managed scopes.
- Demonstrated experience in project controls, cost management, schedule management, change control, contract administration and risk management.
- Strong commercial and contractual management experience, including contract negotiation, claims management and risk mitigation.
- Experience in Portugal or Europe is desirable.
- Experience in lithium, hard-rock mining, mineral processing or concentrator projects is desirable.
